UAE β Equivalency & Entry Requirements
The UAE Ministry of Education (MOE) has specific requirements for British curriculum students who want their qualifications officially recognised. These govern entry to both UAE federal universities and visa/residency documentation.
IGCSEs minimum
You need at least 5 IGCSE passes at grade C or above (or grade 4+ in Edexcel's 9β1 scale), including English Language and Mathematics. These are the baseline for MOE equivalency.
AS Levels for equivalency
5 IGCSEs + 2 AS Levels satisfies secondary education equivalency. This is the minimum path for families who don't intend to do full A-Levels but still need official recognition.
A-Levels for university
Most UAE and regional branch campus universities ask for 3 A-Level passes for direct entry. Competitive faculties (Engineering, Medicine, Architecture) may require specific grades β check each university's entry requirements.
The Attestation Process
Before your results are accepted by UAE institutions, they must go through an attestation chain. Do not skip steps β missing attestation means your certificate will not be accepted.
-
1
Board verification
The awarding body (Cambridge/Edexcel/OxfordAQA) verifies the authenticity of your results. You can do this online through their candidate portal or via written request.
-
2
UAE Embassy or MOFA legalisation
The verified document must be legalised by the UAE Ministry of Foreign Affairs (MOFA) in the issuing country, or by the UAE Embassy.
-
3
UAE MOE equivalency application
Submit the attested documents to the UAE Ministry of Education through the MOE portal. Processing typically takes 2β6 weeks. You'll receive an official equivalency letter.
-
4
EmSAT (for federal universities)
The Emirates Standardised Test is required for admission to UAE federal universities (UAE University, Zayed University, HCT). English, Maths, and subject-specific EmSAT benchmarks vary by faculty and institution.
Important note on EmSAT
Private universities (NYUAD, AUS, Khalifa, etc.) do not require EmSAT β they use their own admissions processes involving SAT/ACT scores, personal statements, and interviews. Only federal UAE institutions mandate EmSAT.
Egypt β The 8+1 Rule & Subject Locks
Egypt's equivalency system for British curriculum students has specific minimum requirements and β critically β subject locks that determine which faculties you can enter. Getting the wrong combination can close doors that are very hard to reopen.
IGCSEs required
The Egyptian Ministry of Education requires a minimum of 8 IGCSEs at grade C or above for secondary equivalency. This is a higher threshold than most other MENA countries.
A-Level required
The "+1" in the 8+1 rule: you need at least one full A-Level pass (grade E or above). Two AS-Levels can substitute for the A-Level β but verify this with your target institution as rules evolve.
Subject locks are real
Unlike the UAE, certain Egyptian faculties literally require specific A-Level subjects. Engineering faculties require A-Level Mathematics. Medicine requires both A-Level Biology and Chemistry. Deviating from this locks you out.
Subject Locks β Faculty by Faculty
Engineering & Computer Science
A-Level Mathematics is mandatory. No exceptions at Al-Azhar, Cairo University, or most public Egyptian universities. AS-Level Mathematics is not sufficient. Add A-Level Physics for stronger applications.
Medicine & Pharmacy
A-Level Biology and A-Level Chemistry are both required. Physics or Mathematics at AS or A-Level strengthens the application but is not universally mandated. Very competitive β aim for A*A*A in these three.
Law & Political Science
No subject locks, but Arabic is recommended. IGCSE Arabic (First or Second Language) as one of your 8 IGCSEs carries weight, particularly at public universities.
Commerce & Business
A-Level Mathematics or A-Level Accounting is strongly preferred but not universally locked. Check specific faculty requirements β private universities (AUC, BUE, GUC) have more flexible entry criteria.
The Attestation Process β Egypt
-
1
Board verification
Cambridge/Edexcel verifies authenticity. Collect original results certificates β photocopies are not accepted at most Egyptian institutions.
-
2
Egyptian Embassy legalisation
If your certificates were issued abroad, they must be legalised by the Egyptian Embassy or Consulate in that country.
-
3
Egyptian Ministry of Foreign Affairs
Submit to the Egyptian MOFA for official apostille/notarisation. Required before the Education Ministry will accept the documents.
-
4
Ministry of Education equivalency
Submit all attested documents to the Egyptian Ministry of Education for official equivalency certification. This is what you present to university admissions offices.
Saudi Arabia β MEHE Recognition
Saudi Arabia's Ministry of Education for Higher Education (MEHE/MoHE) recognises Cambridge, Edexcel, and OxfordAQA qualifications for university admission. British curriculum schools are widespread across the Kingdom, particularly in Riyadh, Jeddah, and Khobar.
A-Levels for university
Saudi universities typically require 3 A-Level passes for direct entry. Public universities (e.g. King Abdulaziz, KFUPM) have specific grade thresholds that vary by faculty. Engineering and Medicine are highly competitive.
National aptitude test
Qiyas (the Saudi national aptitude/achievement test) is required for admission to Saudi public universities, even for British curriculum students. Private universities and branch campuses may not require it.
Key universities
KFUPM (engineering focus), King Saud University, King Abdulaziz University, Alfaisal University, and King Abdullah University of Science and Technology (KAUST β postgraduate only).
Private vs Public university track
Private universities in Saudi Arabia (Alfaisal, Prince Mohammad Bin Fahd, Dar Al-Hekma) largely mirror UAE-style admission routes and do not require Qiyas. Public universities follow the national admission system. For scholarships, King Abdullah Scholarship Program (KASP) is available for Saudi nationals studying internationally.
Kuwait β MOE Equivalency
Kuwait's Ministry of Education recognises British curriculum qualifications. British curriculum schools have a long history in Kuwait and IGCSE/A-Level results are well-regarded for admission to Kuwaiti universities and for regional study abroad programmes.
IGCSEs for equivalency
Minimum 5 IGCSE passes at grade C or above, including English Language and Mathematics, for MOE recognition. Stronger results improve admission prospects significantly at Kuwait University.
A-Levels for entry
Kuwait University and Gulf University for Science and Technology (GUST) both accept 3 A-Level results for direct university admission. GUST is a strong option for British curriculum students in Kuwait with full US-style accreditation.
Key universities
Kuwait University (public, Arabic-medium for most faculties), Gulf University for Science & Technology (GUST), Australian College of Kuwait (ACK), and American University of Kuwait (AUK).
Arabic language note
Kuwait University teaches most programmes in Arabic. IGCSE Arabic (First or Second Language) is strongly recommended if you're targeting Kuwait University faculties. Private universities (GUST, AUK) teach in English and are more accessible for British curriculum graduates.
Qatar β Supreme Education Council
Qatar's education landscape is unique β Education City hosts branch campuses of some of the world's top universities. Qatar University is the major public university. British curriculum graduates are well-positioned for both local and international admission routes.
IGCSEs minimum
5 IGCSEs at grade C+ for SEC recognition. Qatar University may have additional requirements per faculty. English Language IGCSE is essential for English-medium programmes.
A-Levels or equivalent
Education City branch campuses (Georgetown, Northwestern, Texas A&M, Carnegie Mellon, VCU, Cornell Medicine, UCL) follow their home institution's entry requirements β typically 3 A-Levels plus their own admissions process.
Key institutions
Qatar University, Education City campuses (Cornell Medicine, Carnegie Mellon Engineering, Texas A&M, Georgetown SFS, Northwestern Journalism, UCL Qatar).
Qatar Foundation scholarships
Qatar Foundation offers significant scholarship support for Qatari nationals at Education City institutions. British curriculum students with strong A-Level results have an excellent academic profile for these programmes β including for the free tuition structures in place at several Education City campuses for qualifying students.
Bahrain β HEC Recognition
Bahrain's Higher Education Council (HEC) recognises British curriculum qualifications. Bahrain has a smaller but well-developed higher education sector, with several universities including the University of Bahrain and international branch campuses.
IGCSEs minimum
5 IGCSE passes at grade C or above (English and Maths included) for HEC secondary equivalency. Strong IGCSE results open admission to all major Bahraini institutions.
A-Levels for university
University of Bahrain, Royal University for Women, and RCSI Bahrain (medical school) all accept 3 A-Level results. RCSI Bahrain requires Biology and Chemistry A-Levels for Medicine.
Key institutions
University of Bahrain, Arabian Gulf University (AGU), RCSI Bahrain (Medicine), AMA International University, Royal University for Women, and New York Institute of Technology (NYIT) Bahrain.
Oman β MHE Recognition
Oman's Ministry of Higher Education (MHE) recognises Cambridge International and other British curriculum qualifications. Sultan Qaboos University is the flagship public university, and a range of private universities and applied science institutions are present across the country.
